Actually, thats precisely what happened...Do your homework. Reward money was offered in large sums, random people were being kidnapped and turned in for "reward" money all over the place. Why don't you and your buddies start a facist state somewhere with no regard for international law, or move to North Korea...Kim agrees with you right-wing nut jobs!
The truth is that most of the prisoners were taken because they were turned in by other Iraqis and Afghans. We paid informants $5,000 for each so-called tip. Many people were turned in because the informants had grudges and/or wanted the money. So, yes, these people were taken randomly.
But, that is not the point. The point is that we do not torture. We have signed treaties and we have the Uniform Code of Military Justice manuals describing interrogation methods that are legal. Experienced interrogators are telling us that torture does not work. There is no moral, legal or practical reason to torture people.
